In March 2025, U.S. Environmental Protection Agency Administrator Zeldin launched a website offering to help industrial sources emit hazardous air pollution instead of complying with existing clean air standards. The website identifies nine existing safeguards that protect people from toxic air pollution and invites the “regulated community” to apply for special Presidential exemptions to avoid complying with these pollution limits. EPA has also announced plans to reconsider the underlying standards.

This map shows where these 500+ facilities are located throughout the country, whether they (or a representative) have requested or been granted a pollution exemption, whether we’ve obtained emails related to their application through a public records request, and more. Importantly, EPA has not released data about all facilities that have applied for exemptions or had exemptions requested on their behalf. The information on the facilities that have sought exemptions is based on publicly reported information, which is referenced, along with other supporting information, in our underlying analysis (Excel). The included emissions are facility-level estimates and do not represent reductions due to EPA’s standards or the impacts of any granted exemptions.

About this map

• This map pulls data from EPA’s Enforcement and Compliance History Online (ECHO), EPA’s National Emissions Inventory (NEI) and this analysis from a coalition of health, community and environmental groups on which facilities EPA Administrator Zeldin invited to apply for pollution exemptions.
• This map was updated in February 2026 to include records of facilities’ requests for exemptions from clean air standards. Environmental Defense Fund obtained these materials from EPA through a public records request.
• Facilities labeled as seeking exemptions include those that have had an exemption request submitted on their behalf.
• Environmental Defense Fund produced this map in collaboration with the Environmental Integrity Project.
• This map reflects the best information available from EPA and ECHO regarding the facilities that may seek an exemption. Additional information can be found in the rulemaking records for each set of standards.
