Production Underway at Dozens of U.S. Electric Vehicle Manufacturing Sites after Historic Levels of Investment
Projects Are Overwhelmingly Located in Republican Congressional Districts – New Report
(Washington, D.C. – January 8, 2025) In the two years since federal action helped spur almost $200 billion in investments in U.S. electric vehicle manufacturing, production has begun at dozens of plants that are supporting tens of thousands of jobs – and overall, 22 of the 25 Congressional districts with the most investments are represented by Republicans.
That’s according to the latest report in a series by Environmental Defense Fund and WSP USA.
The report, U.S. Electric Vehicle Manufacturing Investments and Jobs: Turning Investment into Action, is the fourth update to an original one issued in March 2023. The series summarizes the significant private investments in the U.S., and associated job creation, in manufacturing EVs, EV components, EV batteries, EV battery components, and EV battery recycling over the last decade. The new update also – for the first time – looks at the status of the announced projects and analyzes them by Congressional district.
The new update finds that by the close of 2024 manufacturers had announced $197.6 billion in concrete investment in U.S. EV and EV battery manufacturing facilities over the last decade:
- The announced funding is for 229 distinct manufacturing investments at 208 facilities.
- Production has begun at 57 of those projects, which are supporting more than 50,000 jobs.
- More than 100 other projects are now under construction.
- That means 69% of the announced projects are now showing on-the-ground results.
The massive amount of investment is supporting historic job creation as well:
- Over the last decade manufacturers announced 194,600 total new U.S. EV-related jobs.
- The projects could generate up to another 826,000 additional jobs in indirect employment.
The investments were dramatically expanded and accelerated by federal policy, with about two-thirds announced since the passage of the Inflation Reduction Act in August 2022. And in one of the report’s most stunning findings, the vast majority of both overall EV investments and jobs are in districts held by Republican Congressional representatives.
- More than 80% of the investments are in districts represented in Congress by a Republican
- More than 77% of the new jobs are in districts represented in Congress by a Republican

“Dozens of facilities are now up and running, creating jobs in communities around the country and allowing us to make affordable, clean cars right here in America for all those who want to buy one,” said Ellen Robo, EDF’s Manager of Transportation and Clean Air Policy. “Americans will have lots more choices for electric vehicles thanks to these new facilities, and thanks to this increased production and federal tax credits it will be easier than ever to get one.”
Many made-in-America electric vehicles are eligible for federal tax credits – $7,500 for new cars, passenger trucks and SUVs and up to $4,000 for used ones. The rapidly opening facilities analyzed in the report will help meet demand for these vehicles.

Five states have done especially well for both announced investments and jobs:
- Georgia leads the nation with $26.4 billion investments and 31,600 jobs
- Michigan has $22.2 billion in investments and 21,500 jobs
- North Carolina has $20.2 billion in investments and 15,600 jobs
- Tennessee has $17.5 billion in investments and 20,200 jobs
- Nevada has $16.5 billion in investments and 12,900 jobs

The report also finds that:
- In 2028, U.S. EV manufacturing facilities will be capable of producing approximately 4.7 million new electric vehicles each year. That’s the equivalent of almost one-third of all new vehicles sold in the U.S. in 2023.
- In 2028, U.S. battery manufacturing facilities will be capable of producing 1,083 Gigawatt hours of EV batteries. That’s enough to supply more than 12 million new EV cars, trucks and SUVs each year, which is more than three-quarters of all vehicles sold in the U.S. in 2023.
