Senior Manager, Maritime Affairs
Work
Areas of expertise:
Maritime decarbonization, small-vessel electrification, community energy resilience, sustainable fisheries, marine conservation, coastal climate adaptation, international environmental cooperation and partnership development.
Description
Eduardo is a Senior Manager of Maritime Affairs at Environmental Defense Fund, based in Brussels. As part of EDF’s Global Shipping team, he works to advance practical solutions for maritime decarbonization, with a particular focus on small-vessel electrification and community energy resilience.
His work connects cleaner maritime technologies with the energy needs of coastal and island communities. Working with EDF’s regional teams, local partners and technical experts, he helps explore and develop solutions that can reduce dependence on fossil fuels, strengthen community resilience and support sustainable livelihoods. This includes integrating electric vessels with renewable energy systems and other community energy needs.
Eduardo also continues to contribute to EDF’s marine conservation and sustainable fisheries work in Cuba, supporting collaboration among scientists, government institutions, fishing communities and conservation organizations.
Background
Eduardo is a biologist and industrial engineer with more than 20 years of experience in conservation, environmental policy and international cooperation across Latin America, the Caribbean, Europe and the United States.
Before taking on his current Maritime Affairs role, Eduardo helped lead EDF’s marine conservation and sustainable fisheries initiatives in Cuba. His work contributed to science-based fisheries management, coastal ecosystem conservation, climate adaptation and international scientific collaboration.
He played a key role in El Bojeo a Cuba, a major scientific expedition that brought together Cuban and international institutions to assess the country’s marine ecosystems and strengthen scientific collaboration. He also helped lead a Caribbean Biodiversity Fund-supported ecosystem-based adaptation project (AbE-C), working with protected areas and coastal communities to strengthen climate resilience through ecosystem restoration, capacity building and sustainable livelihoods.
Eduardo also helped develop fisheries training programs and national learning networks connecting scientists, fishers and government institutions, supporting the application of scientific knowledge to fisheries management and conservation policy.
In Europe, he contributed to EDF’s methane work, helping establish the Civil Society Observatory on Methane, a collaborative initiative supporting civil society engagement in the implementation of European methane regulations.
Before joining EDF, Eduardo served as Managing Director of Paso Pacífico, where he oversaw biodiversity conservation and community-based initiatives in Central America, including innovative technologies to combat wildlife trafficking. Earlier in his career, he worked with the United Nations Development Programme on disaster risk reduction in Mexico and with environmental organizations in Spain.
Eduardo serves as Chair of the Board of Directors of the Gulf and Caribbean Fisheries Institute (GCFI), supporting regional collaboration in fisheries science, conservation and management.
He is an AAAS Fellow and was part of the EDF Caribbean team recognized with the 2025 AAAS David and Betty Hamburg Award for Science Diplomacy.
